Press the mixture firmly into the prepared pan to form an even crust. In a separate bowl, beat the cream cheese until smooth. Add the peanut butter, powdered sugar, and vanilla extract. Mix until creamy. Spread the filling evenly over the crust. Melt the chocolate chips with the butter until smooth. Pour the melted chocolate over the filling and spread evenly. Refrigerate for at least 3 hours or until fully set. Slice into 16 bars and serve chilled.
